Does this garbage really appear on screen or was a mistake made when pasting? What OS are you on and in what language is it installed?

This is not a garbage, this is some problem with encoding. I intalled “Russian Language Pack for Visual Studio Code” but it doesnt solve the proble with console encoding. “ЋвЄ § ­® ў ¤®бвгЇҐ” mean “Access denied”. I have Windows 10.

I have solved the problem. “ЋвЄ § ­® ў ¤®бвгЇҐ” actually mean “the system cannot find the path specified” (I had to change Windows locale to find it out). To solve it you need to remove Autorun key from regestr, see https://www.tenforums.com/general-support/122582-cmd-terminal-starts-system-cannot-find-path-specified.html. This problem arizes from clink software for windows terminal (I remove it).
