Unfortunately that is another topic when it comes to Espressif Arduino and PlatformIO.
To get the latest available Espressif Arduino Framework (currently 3.3.0) in PlatformIO you have to use the community fork “pioarduino”.
The official support stopped with Espressif Arduino 2.0.17.
