Update Requests for platformio/framework-stm32cubexx

PlatformIO status looks great(stats.uptimerobot.com/ZWBXVu5NGx), however some packages’ README.md file at dl.registry.ns3.platformio.org has gone, like platformio/framework-stm32cubeh7 (or this file specifically), which cause a 404 Error on web pages. Other README.md not at ns3 OSS and the package downloads are not affected.
  2. Packages for stm32cubxx is outdated since last update(https://community.platformio.org/t/platformio-oss-august-updates-new-boards-dev-kits-support-for-the-latest-stm32cube-packages-updated-arduino-cores/23243) in 2021.
