Support for UNO Q

Now that the Qualcomm UNO Q has started shipping, will there at some point be PIO support for at least the MCU (Arduino) portion of it?

Support Arduino Q (STM32U585 MCU part)

Per https://docs.arduino.cc/tutorials/uno-q/user-manual/, the Arduino Q is a Lin…ux single board computer that has a STM32U585AII6TR attached to it. Arduino has forked a Zephyr-based Arduino core implementation to support the STM32U585: https://github.com/arduino/ArduinoCore-zephyr https://downloads.arduino.cc/packages/package_zephyr_index.json Which uses its own `arm-zephyr-eabi-gcc` toolchain. The uploader is a "remoteocd" program, so it needs the Linux part of the Arduino Q running to upload it via the network. We need a new builder script, toolchain, framework package and some tools (`zephyr-sketch-tool` binary which can be easily rewritten to pure Python) to support it.

Symmetric to https://github.com/platformio/platform-ststm32/issues/869. We need… support for compiling, uploading and running native C/C++ programs to the Arduino Q (the Linux part of it). The chip itself is a quad-core ARM Cortex-A53 ([source](https://docs.arduino.cc/tutorials/uno-q/user-manual/), [source](https://docs.qualcomm.com/bundle/publicresource/topics/80-30843-1/Device_description.html)), so supporting it in `platform-linux_arm` seems to make the most sense. We need cross-compiling toolchains for all major OSes and a nice way to remote upload and execute via either `pio remote` or `ssh`.
