It seems that you have a deprecated Python 2.7.6 in a system. Please uninstall ALL Pythons < 2.7.9. Minimum supported version is 2.7.9 for Windows Close IDE Remove %HOME_DIR%/.platformio/penv and %HOME_DIR%/.platformio/python2 folders if they exist. Start IDE. All should work.
