JTAG ESP32-S3 inaccessible, but serial OK on wsl2

I got the serial interface to ESP32-S3 working using usbipd to bind the USB device. Then in WSL2 setup udev rules to set the permissions when it reboots.

But pio can’t access the jtag adapter:
