Does the registry auto-update?

I could not find an answer in the docs, so asking here…

If I publish a library using ‘pio pkg publish’, will subsequent GitHub releases be auto-magically published to the registry? (like the Arduino registry does)

Or do I have to re-run ‘pio pkg publish’ on every release?

No - you have to do it on your own. Either manually or automatically in a github workflow.
