Can't Upload to Arduino

macOS 10.14.5, VSCode Insider
when trying to upload to Arduino board I get following message

Does the solution from Mac OS - v.10.14.5 Mojave - Error downloading to board - Library not loaded: /usr/local/opt/libusb-compat/lib/libusb-0.1.4.dylib help?

The bash doesn’t know this command.
bash: brew: command not found

Installation via https://brew.sh/. Needs Ruby.
