Atmelsam CMSIS framework

I was creating a new board which uses an ATSAM4E8E and wanted to use the CMSIS framework, however this does not seem to exist for the atmelsam parts. Is there a reason the CMSIS framework for the STM32 could not be added to the atmelsam parts?
