Are esp32-s3 jtag pins able to be reassign to other pins?

Sorry I’m a new at this, please be patient with me.

Are esp32-s3 jtag pins able to be reassign to other pins?
I have a proprietary board;

(ESP32 S3 HMI 8M PSRAM 16M Flash Arduino Lvgl WiFi & Bluetooth 7 "800*480 Smart Display 7,0 zoll RGB LCD TFT Modul| | - AliExpress)

and need to debug it… The 2nd usb port is exposed, but does not seem to work. Ive checked the schematic and the jtag pins are used by the display… The secondary uart works fine but I need to use the jtag protocols to fault find the project. Any suggestions would be greatly appreciated.

I’ve purchased another esp32-s3-dev board and the secondary usb port on that item seems to work.
Is this a fuse issue? Or a configuration issue?
