Adding a Monitor Icon on the CLion IDE

I suggest the users of CLion to add in the toolbar a button to invoke the Monitor, instead of going through the menu Tools/PlatformIO/Monitor
As we need to close the monitor before each compile/upload, we restore the monitor faster this way
