So when you open the Windows device manager, and you plug your board in, it appears as “COM1”? Usually COM1 is a motherboard COM port and not the right one for a development board. You might have forgotten to install the drivers for the CP2102 USB-serial chip (CP210x USB to UART Bridge VCP Drivers - Silicon Labs).
