Obviously you’re using M$-Windows - not my favorite OS 
- so it’s a little bit hard for me to give you really good advices - the only one I have. IMHO you should alter / or remove the debug_port from your platformio.ini - may be this setting is interfering, because these ports are definitely different - no matter which OS you’re using
