Libraries aren't being updated and link to "Release Notes" adds a "v" to the tag version resulting in 404

Hi,

Despite having my own library updated on Arduino platform (1.3.1) that didn’t happen in PlatformIO, still 1.2.1!
I also noted that the link “Release Notes” on Versions adds a “v” to the tag version resulting in a 404.

Is there a problem of timing or did I miss some file that previously wasn’t needed?
