PlatformIO does not integrate beta releases of frameworks. And I haven’t seen that Espressif has announced a date when production release of ESP-IDF 4.0 will be ready. So unless you know more about Espressif’s roadmap, it’s probably not possible to give you an ETA, not even a rough estimate.
