Adding new libraries to Global storage - no menu option , only project denpendencies are possible

Hi,
for some time now I cannot save new libraries to the global storage using the Library Manager. When I select new libraries in the Library Manager I can only assign the libraries to one project, but not globally. How can I change this ?
